Didier Simons (Belgium) has been appointed Sport Director for Cycling. Didier is a former Paralympic athlete and is the International Classifier for UCI.

Entry forms for the 2nd INAS World Indoor Rowing Championships, which take place in Portugal in December, are now available.
3 August: Americas regional eligibility workshop confirmed
Quito, Ecuador will host the 4th Regional eligibility workshop between 5/6 January 2011. The workshops examine the eligibility and classification process for athletes with an intellectual disability are are open to INAS member organisations, NPC's, psychologists, and National Eligibility Officers.
Further workshops take place during 2010 in Cairo, Egypt and Reims, France.
31 July: Master List updated:
The INAS Classification Master List has now been updated. This completes all new applications ahead of the forthcoming INAS World Football Championships.
23 July: Classification for World Football Championships
As indicated in recent months on the INAS website, classification applications for soccer players entering the INAS World Football Championships in South Africa will be confirmed no later than 31st July.
Applications are being processed as quickly as possible - please can we encourage you not to contact the Secretariat as this causes further delays.
22 July: INAS European eligibility workshop confirmed
INAS has confirmed that the 3rd in the series of eligibility workshops will take place in Reims, France on November 5th 2010. It will be held ahead of the INAS Europe Conference and General Assembly. Further details and application forms will be available shortly.
Places are still available for the 2nd workshop which takes place in Cairo, Egypt.

20 July: FISA decision regarding 2012 inclusion
After careful consideration, INAS wishes to express its dissapointment regarding the decision of FISA not to take up the opportunity to introduce an event for rowers with an intellectual disability to the 2012 Paralympic Games.
However, we welcome the opportunity to work closely with FISA to ensure future inclusion and look forward to greater collaboration in achieving this goal.

1 April: Regional Eligibility Workshop
In 2010, INAS together with host organisations, will hold a series of regional workshops for INAS members and National Paralympic Committees. The first of these will take place in Singapore between June 3rd and 4th and is open to organisations in the Australasia, South Pacific and Oceania areas.

31 March: 2011 Global Games - Candidate nations announced
Australia, Italy and Tunisia are the three nations that are hoping to stage the 2011 INAS Global Games. Their bids will be considered by the INAS Technical and Executive Commitees at their meeting in April, when the host nation will be announced.
The Global Games features world championships events in 7 sports - athletics, swimming, table tennis, futsal, tennis, cycling and basketball.
The 2009 Global Games were attended by more than 1000 athletes and took place in the Czech Republic.

23 November: 1st INAS-FID WORLD INDOOR ROWING CHAMPIONSHIPS
Hosted by the Hong Kong Sports Association for the Mentally Handicapped and co-organized by the Hong Kong, China Rowing Association, the 1st INAS-FID World Indoor Rowing Championships were held in Hong Kong from 18th to 19th November, 2009.
Teams from Hungary, Italy, Portugal, Korea, Macau and Hong Kong participated in individual events over 500 meters and 1000 meters, and in a mixed 4 x 500 meter relay.
The men’s 500m event was won by Hong Kong’s Tsui Kwok Man in a time of 1:33.0, with Andras Szechenyi and Peter Budai of Hungary taking second and third in 1:35.1 and 1:36.8 respectively. Tsui was a member of Hong Kong’s gold medal winning LTA-ID four at the world Championships in Poznan earlier this year.
The women’s 500m event was won by Sara Pinho of Portugal in 1:43.6. Chu Pui Man of Hong Kong was second in 1:51.4 and Elisabete Santos of Portugal third in 1:57.1.
The 1000m individual event for men was again won by Tsui Kwok Man of Hong Kong in 3:19.8, Peter Budai of Hungary second in 3:24.8 and Szeto Tung Chun of Hong Kong third in 3:26.3. The finish order in the women’s 1000m event was the same as for the 500m race with Portugal first in 3:45.2, Hong Kong second in 3:58.1 and Portugal third in 4:07.3.
The 4 x 500m mixed relay, comprising two male and two female athletes from each team, was won by Portugal in 7:17.4. Hong Kong took the second and third places in 7:30.3 and 7:33.1 respectively.
All participants also had the opportunity to try rowing on the water during an activity afternoon organized by Hong Kong’s adaptive rowing coaches.

Following an indoor rowing promotion at the 2nd INAS-FID Global Games in July, the World Championship event was sanctioned by INAS-FID, the International Federation for athletes with an intellectual disability.
Dr. Bob Price, INAS-FID President, was the officiating guest at the opening ceremony. He welcomed the Championships as a ground-breaking new addition to the INAS-FID annual program and noted the growing popularity of indoor rowing as a sport activity for athletes with intellectual disability.
Fay Ho (chair, Adaptive Rowing Commission) and Mike Tanner (chair, Events Commission) attended the event and advised on organizational, classification and racing issues.
21 November: IPC approve re-inclusion of athletes with an intellectual disability in Paralympic competiton.
Kuala Lumpur, Malaysia – During the International Paralympic Committee (IPC) General Assembly in Kuala Lumpur, Malaysia, the IPC membership today decided in favour of the re-inclusion of athletes with an intellectual disability (ID athletes) in competitions, including the Paralympic Games.
Said IPC President Sir Philip Craven: “Today’s achievement is the outcome of a unique and excellent co-operation between sports governance and the scientific community. I want to thank all parties involved, especially the scientists, for their contribution and commitment over the last two years”.
“I wish all ID athletes the best of success in their attempt to set world class performances at future Paralympic Games.” he continued.
This decision opens the participation of ID athletes in Paralympic Sport in a two-step process. At first, the procedure of classification will require the submission of the appropriate medical files to the INAS-FID International Eligibility Committee for review.
Once an application is approved by this Committee, INAS-FID will issue a letter to the athlete stating the athlete is found ‘eligible’ and is allowed to proceed to the next step of the classification process. The athlete then will proceed to on-site testing by a classification panel, appointed by the International Federation which governs that sport. The on-site testing will focus on ‘sports intelligence’, and will include tests relevant to that particular sport.
Test scores will be evaluated against sport-specific minimal disability scores and the athlete will be allocated the sport class that applies to ID athletes in a particular sport.
As of this autumn, no sport-specific minimal disability scores are available yet. This requires the full analysis of all data collected from the 2009 INAS-FID Global Games and other competitions, and it is expected that criteria will be made available mid 2010.
It is guaranteed that the ID Athlete Classification System is developed in accordance with the IPC Classification Code, has an evidence-based methodology, and thus strengthens the decisions on the right for ID athletes to be included in a particular sport.
As a consequence, ID athletes will from now on be eligible to compete at the discretion of the International Federation being operationally ready with the classification system.
The President of INAS-FID, Bob Price, said: ”Naturally, I am delighted with the outcome of the vote. Even though they themselves did nothing wrong, for nine years since Sydney 2000, ID athletes have been excluded from the Paralympic Games and other IPC sanctioned competitions”.
“This resolution brings this unfortunate episode to an end and re-introduces ID athletes to their proper place within the Paralympic Family. I am hugely grateful to the Joint Working Group and its associated research teams and I look forward to seeing ID athletes competing on the world’s stage in London in 2012,” Mr. Price commented.
Paralympic sports that target the inclusion of ID athletes in future events and competitions, should extend their classification system on the basis of the above model.
The decision on the events to be included in a competition will be made in accordance with the set forth provisions. This is for the determination of that competition’s medal events and the respective qualification criteria, which is no different than any other event for any athlete.
The inclusion of ID athletes will not reduce the number of athletes from other classes in events at the London 2012 Paralympic Games.
19 November: This weekend, the IPC General Assembly will consider a joint motion from the IPC Governing Board and INAS, to re-instate events for athletes with an intellectual disability in the Paralympic Games. The motion will follow a presentation on the progress of the Joint Working Group and the extensive reseach project to develop sports specific eligibility criteria. Details regarding the decision will be available on the INAS website as soon as they are made available by IPC.
12 November:The Team Manual is now available for the 1st Indoor Rowing Championships taking place in Hong Kong, China.
10 November: Information is now available for the 2010 World Indoor Athletics Championships, taking place in Bollnas, Sweden in April.

5 November: Last weekend, the INAS Executive and Technical Committees completed a site visit of the proposed venues for the 2010 INAS Football World Cup in South Africa.
The event takes place in the region of Limpopo between 21st August and 12th September. Qualifying teams are urged to submit their first entry as soon as possible.

14 October: INAS is pleased to announce that Dr Hossam Mostafa (Egypt) and Professor Jan Burns (UK) have accepted positions on the INAS Executive Committee. Hossam is a medical doctor and Secretary General of the Egyptian Paralympic Committee and will represent the North Africa region. Jan is Clinical Psychology Programmes Director at the Canterbury Christ Church University and becomes the new Head of Eligibility.

6 July: The 2009 INAS Global Games opened today in Liberec, Czech Republic.
Featuring 750 athletes from 33 nations, the Games feature World Championship competition in Swimming, Athletics, Table Tennis, Futsal, Basketball, Cycling and Tennis together with demonstration competition in Judo and Indoor Rowing.
Opening the Games, the INAS FID President Dr Bob Price highlighted the importance of the Games as they provide a unique opportunity to test the systems and procedures being developed that it is hoped will secure Paralympic re-inclusion in time for London 2012.

Statement from the INAS Secretariat: As you will be aware, at the request of the INAS/IPC Joint Working Group, a panel of psychologists are currently reviewing the files of every athlete registered for INAS competition.
To date, more than 1300 files have been reviewed, and a further 500 are due to be checked in the next few days. Wherever possible, athletes attending the forthcoming Global Games have been prioritised.
In addition to the review, we are also processing around 120 new applications, and these must also be reviewed as part of the above process before a registration number can be issued.
This involves a huge amount of work, and the Secretariat is working hard to complete the task as quickly and efficiently as possible. Member nations are being informed of the outcome of the review as soon as is possible.
During this time, we would appreciate your patience, as e-mails and telephone queries may take longer to answer than normal.

As part of the Action Plan developed by the INAS/IPC Joint Working Group, and endorsed by the INAS General Assembly in Puerto Rico, it has been agreed that a review of all Athlete Registration papers will be conducted during May 2009.
The review will be undertaken by the Secretariat and all evidence (ie. IQ and Adaptive Behaviour reports) will be assessed by a registered psychologist.
We will confirm the outcome of this review to each country as soon as possible, but appreciate your patience, whilst this task is conducted.

INAS-FID endorses London 2012 action plan
At INAS-FID's biennial General Assembly which took place in Puerto Rico on 25 April, the membership gave its unanimous support to the action plan developed by the IPC/INAS-FID joint working group and authorised the INAS-FID Executive to take whatever steps are reasonable to secure Paralympic re-inclusion. This decision followed a full and frank discussion of all that the action plan requires during the previous day's international conference. There is still much work to be done before the IPC General Assembly meets in November but, with both parties clearly committed to making it happen, a favourable outcome is now a reasonable expectation.

Mr Hideki Arai, INAS Technical Officer for Alpine and Nordic Skiing has urged all INAS members who wish to compete in winter sports to complete their INAS registration as soon as possible.
